AVSUPPORT-20443

Fixes an issue quarantining files from folders that we could not restore to. We now don't attempt to quarantine these files.
Also, fixed an issue where we didn’t appropriately apply the DLP "hit count" to the policy, and could trigger the policy for a lower number than defined.

AVSUPPORT-20387

Changed the user groups’ behavior in O365. When some part of the users protected by Avanan didn’t have a license in O365, the admins couldn't choose groups, and some (or all) groups didn't appear on licenses screen.
